Tuesday’s TV picks: ‘The Flash’ introduces new villain

  • “The Flash” (8 p.m., The CW): Tonight’s episode introduces us to another new recurring villain. He’s, a “meta-human” also known as Girder — a guy who can transform his body into a jumbled mass of metal.
  • “Cold War Roadshow” (9 p.m., PBS): The latest film under the “American Experience” banner recalls how Soviet leader Nikita Khrushchev made a 12-day tour of the U.S. in 1959, creating a media circus along the way.
  • “NCIS: New Orleans” (9 p.m., CBS): In an episode titled “Love Hurts,” a petty officer is found dead in a Mardi Gras float storage facility with an engagement ring and proposal plan in hand. But the case takes a baffling turn when the team is unable to find his supposed long-term girlfriend.
